Legal Service Access Program (LSAP)

Description

Access to justice remains a critical issue for vulnerable and marginalized groups, including refugees, internally displaced persons (IDPs), and host communities in Kakuwa regions of Uganda, DRC, and South Sudan. Many individuals lack knowledge of their rights, cannot afford legal services, or are unaware of where to seek help in cases like land grabbing, gender-based violence (GBV), child abuse, wrongful detention, or denial of property rights.

The Legal Service Access Program (LSAP) was initiated by African Kakuwa Vision (AKV) to bridge this justice gap. LSAP offers free or affordable legal services, legal education, court representation, and referrals to relevant legal aid bodies, ensuring equal treatment before the law.

Purpose

  • Advance access to justice for refugees, returnees, and host communities.
  • Protect human rights and prevent exploitation, discrimination, and abuse.
  • Increase community awareness of legal processes to promote peace and equality.
  • Build confidence between street culture and formal legal systems to reduce mob justice and violence.

  • Provide access to justice for over 2,000 vulnerable individuals annually.
  • Raise legal literacy enabling peaceful resolution of disputes.
  • Reduce exploitation and GBV against women and children.
  • Lower land conflicts and identity disputes through legal awareness and representation.

Services Offered

Conseil juridique et sensibilisation aux droits
  • Educate populations on constitutional and human rights.
  • Provide free legal advice to individuals encountering disputes or legal problems.
Legal Representation
  • Support case-experienced lawyers or paralegals to represent vulnerable individuals in court or administrative hearings.
  • Represent victims of GBV, property disputes, and arbitrary detention.
Mediation & Alternative Dispute Resolution (ADR)
  • Promote dialogue and negotiations to settle cases outside court.
  • Minimize court work while fostering community harmony.
Referrals & Linkages
  • Refer clients to legal aid agencies, human rights organizations, and government institutions for specialized services.

  • Asylum seekers and refugees in South Sudan, DRC, and Uganda.
  • Host community members involved in land or property disputes.
  • Survivors of GBV and human rights abuse.
  • Vulnerable populations such as women, children, and persons with disabilities.
  • Individuals with identity documentation issues or inheritance disputes.

Implementation Approach

  • Establish Legal Aid Desks at AKV Coordination Offices in South Sudan, DRC, and Uganda.
  • Recruit and train paralegals from local communities to provide basic legal services.
  • Collaborate with law firms, bar associations, and NGOs for superior legal representation.
  • Conduct legal awareness campaigns through community consultations, radio shows, and publications.

Résultats attendus

  • Resolve at least 70% of reported conflicts through counseling or mediation.
  • Increase trust in formal legal systems among marginalized populations.
  • Reduce cases of violence and mob justice due to illegal access to justice.
